President Muhammadu Buhari and Vice President Yemi Osinbajo have declared their assets in line with provisions of the Constitution of the Federal Republic of Nigeria.

This was contained in a statement issued on Saturday by Buhari’s Head of Media Team, Garba Shehu.

The statement said that the Code of Conduct Bureau on Friday acknowledged the submission of the two leaders’ assets declaration forms.

The forms, the statement said, were submitted separately on May 28 and signed for by the organisation’s Chairman, Sam Saba.

It said: “President Buhari’s Declarant ID was given as: ‘President: 000001/2015′.

“The Nigerian Constitution states in Chapter VI Section 140, that a person elected to the office of President shall not begin to perform the functions of that office until he has declared his assets and liabilities as prescribed in the Constitution.”

By declaring their assets, the statement said that President Buhari and Vice President Osinbajo may have not only fulfilled the requirements of the Nigerian Constitution, but also fulfilled the first of their many campaign promises.

It noted that while seeking election into the highest office in the land, the President had promised Nigerians that he would publicly declare his assets as soon as he took over government.

President Muhammadu Buhari and Vice President Yemi Osinbajo have declared their assets to the Code of Conduct Bureau as required by the Constitution but failed to make the contents public.

The head of Buhari’s media team, Garba Shehu, in a statement on Saturday, said the President and the Vice President submitted their assets declaration forms separately on Thursday.

Shehu added that the CCB, through its Chairman, Sam Saba, on Friday acknowledged the receipt of the forms.

He gave Buhari’s declaration identity number as “President: 000001/2015.”

Shehu, however, did not disclose the contents of the assets declaration forms.

“By declaring their assets, President Buhari and Vice President Osinbajo may have not only fulfilled the requirements of the Nigerian Constitution, but also fulfilled the first of their many campaign promises.

“While seeking election into the highest office in the land, the President had promised Nigerians that he would publicly declare his assets as soon as he took over government,” he wrote.

The Nigerian Constitution states in Chapter VI Section 140 that a person elected to the Office of the President shall not begin to perform the functions of that office until he has declared his assets and liabilities as prescribed in the Constitution.

Though the president’s aide believes the declaration was in fulfillment of Buhari’s campaign promises, analysts claim the President has not done anything spectacular because the contents were not made public.

In February this year, while campaigning Buhari had said that he would publicly declare his assets and liabilities, if voted into power.

Buhari stated this in a document. The document highlighted what Buhari would do in his first 100 days if he assumed power on May 29.

He said he would encourage political appointees in his administration to also declare their assets publicly.

Had the new president kept to his words he will be the country’s second president to publicly declare his assets.

Reacting to the news of the asset declaration by Buhari and Osinbajo to the Code of Conduct Bureau, the Peoples Democratic Party’s National Publicity Secretary, Mr. Olisa Metuh, told SUNDAY PUNCH that the PDP was not ready to engage the All Progressives Congress-led government on asset declaration by the two most important persons in the country or any other issue.

Metuh said, “No comment for now. These are early days. At the moment, we wish them well.”

The late President, Alhaji Umaru Yar’Adua, also from Katsina State as Buhari, was the first and the only Nigeria’s President to have publicly declared his assets when he assumed office.

This action forced his then deputy, Jonathan, to also make his assets declaration forms available to the public.

However, since he assumed office as the substantive President, Jonathan had refused to make the forms available to the public, saying that he did that when he was serving as deputy to Yar’Adua.

But Buhari, in the document titled, ‘I pledge to Nigeria’ had also said that all his political appointees would only earn salaries and allowances as prescribed by the Revenue and Mobilisation and Fiscal Allocation Commission.

He said, “I pledge to publicly declare my assets and liabilities, encourage all my appointees publicly declare their assets and liabilities as a pre-condition for appointment. All political appointees will only earn the salaries and allowances determined by the RMFAC. I pledge, as Commander-in-Chief, to lead from the front and not behind in the comfort and security of Aso Rock, to boost the morale of fighting forces and the generality of all Nigerians.”

Meanwhile, about 48hours after they took their oaths of office, President Muhammadu Buhari and Vice President Yemi Osinbajo have yet to move into the Presidential Villa, Abuja, SUNDAY PUNCH has learnt.

Investigation by our correspondent on Saturday showed that the duo only attended the events held in the Villa on Friday and returned to town.

While Buhari was suspected to have returned to the Defence House, the official residence of the President-elect, which he started using shortly after he won the March 28 presidential election, Osinbajo might have returned to his private residence.

Immediately after they were inaugurated as President and Vice President at the Eagle Square on Friday, Buhari and Osinbajo moved to the Presidential Villa for a state luncheon organised in honour of world leaders who attended the inauguration.

They left and later returned in the evening for the inauguration gala night held inside the villa’s old Banquet Hall.

“The President and the Vice President have yet to move into the State House. I learnt that the President returned to Defence House on Friday,” a source said.

  • 2 months later...

Nigeria's leader Muhammadu Buhari has declared he has $150,000 (£100,000) in his personal account, in a move aimed at promoting transparency.

The amount showed the ex-military ruler and minister of petroleum had been living a "Spartan lifestyle", his spokesman Garba Shehu said.

The BBC's Will Ross says the assets are loose change for Nigerian politicians but a fortune for most of the country.

Mr Buhari is the first opposition candidate to win a national election.

The former military ruler was elected in March largely on a promise to tackle corruption and insecurity.

BBC Africa Live news updates

Corruption is a major problem in Africa's biggest economy and last month, Mr Buhari said that $150bn (£100bn) was missing from state coffers.

Does Nigeria run better without a cabinet?

Vice-President Yemi Osinbajo, a successful lawyer and pastor at one of Nigeria's biggest churches, is considerably wealthier.

Mr Shehu said in a statement Mr Osinbajo had $1.4m (£900,000) in his bank accounts.

In his declaration of assets, Mr Osinbajo also revealed that he owned a four-bedroom residence, a three-bedroom flat, a two-bedroom flat and a two-bedroom mortgaged property in Bedford, UK.

His political career started when he was appointed commissioner of justice in Lagos state in 2007 - a position he held for eight years.

The statement did not give the value of all the assets held by the president and the vice-president, saying the documents submitted to the Code of Conduct Bureau would be made public as soon as the verification process was completed.

The leaders are also required by law to declare their assets when they left office.

Late President Umaru Yar'Adua was the first Nigerian leader to declare his assets publicly.

He was reported to be worth $5m (£***.5m) when the declaration was made in 2007.

Analysis: Will Ross, BBC News, Lagos

We have long been told that Muhammadu Buhari prefers the austere life and now according to his spokesman there is evidence to back this up.

Muhammadu Buhari is no pauper. We are told he has less than $150,000 his bank account - a fortune for the vast majority of the population but probably the equivalent of loose change for many working in the dizzy world of Nigerian politics.

The law requires politicians to declare their assets to the Code of Conduct Bureau (CCB), which has a pair of handcuffs on its website but has been fairly toothless as the agency which has been "checking corrupt practices in the Nigerian public service since 1989".

The assets do not have to be declared in public but Gen Buhari's team clearly think shining a light on his "Spartan" lifestyle will help in the anti-corruption fight.

His predecessor Goodluck Jonathan was sharply criticized for refusing to go public even though his assets were declared to the CCB.

There may well now be some jittery politicians working out how they will look when compared to a president who has even declared his mud huts and livestock.

The question I have is this...How come He said before the presidential campaign that he only had N1m in his account, and that he borrowed N27million for presidential forms , then suddenly the N1million rose to N30million barely *** months in the same account, 150 cows to 270, and 3houses which he told us are his sole asset few months ago have now increased 7houses and plots of lands? Really now? Since I'm very detail oriented. Would some be kind enough to share some light on this?

Somehow l kept seeing Buhari instead of Yaradua. Not until l posted and re-read that l realised. This is what taking too much gin does to you.
